People are being born with abilities the rest of the world wants registered, and two friends disagree about what to do: one runs a school, the other blows things up. The film introduces a runaway with lethal skin and a drifter with metal claws, gives its villain a childhood in a camp, and treats superpowers as a minority rather than a destiny.
